Driving Governance Optimisation at Fire and Emergency New Zealand

Fire and Emergency New Zealand (FENZ) engaged Gemtech to lead a refresh of its Executive Leadership Team (ELT) governance structure. Originally developed during FENZ’s establishment, the sub-ELT panel framework had gradually expanded into multiple overlapping panels, creating risks around accountability and inefficient decision-making. Gemtech undertook a comprehensive review of the existing panels and governance structure to identify areas for improvement.

Working closely with FENZ leadership and Chief Advisors, Gemtech designed a streamlined design for the sub-panel, proposed alongside a Terms of Reference to guide the transition. The proposed changes, disestablishing some panels and merging others, were well received by FENZ executives and actively implemented. The refreshed governance model improved clarity, accountability, and operational efficiency.
